Special meetings are sometimes called and announced in advance in the newspaper and on the website. Meetings are broadcast live when possible on ECTV (Charter Cable Channel 192 and U-Verse Channel 99).
Duties
The City Council represents the interests of the citizens by establishing legislative policy and enacting laws, rules, and regulations to promote a positive quality of life and a healthy environment in which to live, work, and play. The Council also provides the necessary support and direction to City administration for the effective and efficient operation of City services.
Form Of Government
The City is governed by a Council-Manager form of government. The Council is composed of a Mayor and eight Councilmembers. The Mayor and two Councilmembers are elected at-large and six Councilmembers are elected on a single member seat basis. The Mayor and Council, elected for four-year staggered terms, are vested with the legislative and policymaking powers of the City. The Council appoints a City Manager who serves as the chief executive officer of the City and is responsible to the Council for the proper administration of all affairs of the City, including
• Administering the City personnel policies
• Preparing annual budgets for adoption by Council
• Preparing annual reports on finances and administrative activities for the City and other financial reports as may be required
Financial affairs are under the supervision of a Finance Director who is appointed by the City Manager. The Finance Director is responsible for debt, administration, investments, accounting for appropriations and expenditures and is the custodian of all City funds.
